The Medicaid and CHIP Payment and Access Commission (MACPAC) has named Kate Massey, a seasoned health care executive with more than 20 years of experience in the public and private sectors, as its new executive director. Massey, who is the director of the Medicaid program in Michigan, will assume the role later next month.
“We are thrilled to have Kate Massey bring her breadth of health policy expertise from all levels of government and in the private sector to MACPAC. She has a deep understanding of the Medicaid program gained from federal and state policymaking experience and leadership at health plans. Her policy insights and on-the-ground experience in the states will be a tremendous asset to MACPAC as we continue navigating the complex issues facing Medicaid and CHIP, and serving as a trusted source for Congress, the federal government, and states,” said MACPAC Chair Melanie Bella.
As the senior deputy director for the Behavioral and Physical Health and Aging Services Administration with the Michigan Department of Health and Human Services, Massey is responsible for Michigan Medicaid, which provides coverage to nearly 3 million beneficiaries. She has led policy initiatives to improve maternal health outcomes, such as expanding postpartum coverage and establishing reimbursement for doula services. In addition, she directed the administration’s COVID-19 response, which included expanding access to telemedicine services.
Prior to this, she was the chief executive officer of Magellan Complete Care of Virginia, which administers physical and behavioral health services as well as long-term services and supports for Virginia Medicaid beneficiaries. Other private sector experience includes serving as the vice president for Medicare, Medicaid, and government relations for Kaiser Permanente of the Mid-Atlantic States and vice president for Amerigroup.
Earlier positions included working for the Office of Management and Budget, where she led a team focused on Medicaid, CHIP, and private health insurance market programs. She also served as unit chief of the Low-Income Health Programs and Prescription Drugs Unit in the Congressional Budget Office.
She holds a master of public affairs from the Lyndon B. Johnson College of Public Policy at the University of Texas at Austin and a bachelor of arts degree from Bard College in New York.
Massey succeeds Anne L. Schwartz, PhD, who led MACPAC for nearly a decade and retired in April 2022.
