September 2014 Public Meeting

The September 2014 meeting continued exploring transition issues facing the State Children’s Health Insurance Program (CHIP) as it neared the end of its funding cycle. These included reviewing three states’ strategies (Arizona, California, and New Hampshire) for phasing out separate CHIP programs; consumer protections for families transitioning from CHIP to exchange plans; and the potential impact on state budgets of the loss of CHIP funds.

The Commission then moved to a panel discussion of Medicaid premium assistance waivers, with a presentation by Deborah Bachrach of Manatt Health Solutions on programs now taking shape in a number of states. She was followed by experts from two of the states pioneering the policy, former Arkansas Medicaid director Andy Allison, and Lucy Hodder, counsel to the New Hampshire governor.

On Friday morning, Mike Perry of Perry Undem Research/Communication summarized the results of six MACPAC-convened focus groups on adult Medicaid enrollees’ experiences signing up for their states’ newly expanded Medicaid programs.
