The September 2020 MACPAC meeting opened with a session continuing MACPAC’s work to consider automatic stabilizers and countercyclical financing mechanisms, this time focusing on application of the U.S. Government Accounting Office (GAO) prototype model to current economic conditions. This was followed by two sessions related to the COVID-19 pandemic: one focused on provider relief funding and one on state and federal actions to change Medicaid authorities and policies to respond to the pandemic.
Commissioners later turned their attention to Medicaid estate recovery policies that affect beneficiaries using long-term services and supports (LTSS) and to the exclusion of medications used for opioid use disorder from the Medicaid drug rebate program. Later staff provided an overview of behavioral health work that will be undertaken during the 2020-2021 report cycle, and shared analyses of the National Survey of Drug Use and Health on needs and experiences of adults with mental illness who are covered by Medicaid. The day concluded with a session focused on the opportunities and limitations of using federal administrative data and household surveys to analyze racial and ethnic disparities in Medicaid and CHIP.
On Friday, the meeting opened with a panel on integrating care for dually eligible beneficiaries, focusing on Medicare-Medicaid plans.* The Commission then focused on how states are managing waiting lists for home- and community-based services, raising larger questions about efforts to rebalance LTSS from institutional to community settings. Commissioners reviewed coverage and payment policies for Medicaid coverage of vaccines for adults. The meeting concluded with a session considering mechanisms for oversight of and accountability for children’s oral health services in Medicaid managed care.
