Payment policy can be a powerful lever to contain costs and improve access to and quality of care. MACPAC has developed a payment policy framework to assist policymakers in gauging how well various approaches to payment and delivery follow statutory principles of economy, quality, access, and efficiency.
The Commission’s goal is to get past the work of describing payment methods to pinpointing specific payment approaches that best address efficiency and economy while promoting access to quality services and appropriate utilization.
