This presentation provides examples using administrative data to illustrate the impact of certain design considerations—such as the choice of a base year and growth factor—found in alternative Medicaid financing proposals and reports. Among the proposals highlighted in the presentation are House Speaker Paul Ryan’s A Better Way; Rep. Pete Sessions and Senator Bill Cassidy’s World’s Greatest Healthcare Plan Act of 2016; and CBO and GAO reports.
