The fact that many Medicaid and State Children’s Health Insurance Program (CHIP) beneficiaries disenroll and subsequently re-enroll in the program within a short period of time (a phenomenon often referred to as churn) has been a topic of particular concern for policymakers.
This issue brief summarizes MACPAC’s analyses of rates of churn and continuous coverage for Medicaid and CHIP beneficiaries enrolled in 2018 using enrollment data from the Transformed Medicaid Statistical Information System (T-MSIS). In addition, the brief examines the extent to which rates of churn and continuous coverage are associated with the following state policies:
- 12-month continuous eligibility for children;
- mid-year data checks for changes in circumstances; and
- automated renewals using available information from other sources.
