In Chapter 3 of its June 2013 report, the Commission synthesizes previous analyses related to access to care for people with disabilities. Medicaid is an important source of coverage for these individuals, providing services not typically covered by Medicare or private insurers. This report includes a literature review on access to care for non-elderly adults with disabilities, highlights gaps in existing research, and suggests areas for additional research and analysis.
