Comment Letter: Streamlining Medicaid, CHIP, and Basic Health Program Application, Eligibility Determination, Enrollment, and Renewal Processes

In a letter to Centers for Medicare & Medicaid Services (CMS) Administrator Chiquita Brooks-LaSure, MACPAC commented on the notice of proposed rulemaking (NPRM) on streamlining the Medicaid eligibility, enrollment, and renewal processes. The proposed rule includes a number of provisions designed to simplify the enrollment processes and maintain coverage for eligible individuals, particularly children and individuals who are dually enrolled in Medicare and Medicaid. The letter detailed the Commission’s overall support for the rule, noting that MACPAC has long  provided recommendations to streamline enrollment and renewal processes for individuals and states, while balancing program integrity obligations.

However, the letter also notes that implementation of the proposed changes could create administrative burdens on states. MACPAC encouraged CMS to ensure that the implementation timeline take the administrative task of unwinding the public health emergency into account so as not to overburden states.
