MACPAC provides comments on a discussion draft of the Advancing Care for Exceptional (ACE) Kids legislation in an August 1, 2016 communication to the U.S. House of Representatives Energy and Commerce Health Subcommittee. MACPAC’s comments express support for subcommittee efforts to improve the quality of care for children with complex medical conditions and its focus on care coordination and team-based care.
The Commission notes, however, the importance of the model building on states’ existing health care delivery systems instead of creating a separate delivery system for medically complex children. It also suggests that the committee consider giving the Secretary of the U.S. Department of Health and Human Services and the states authority to define eligibility groups so additional children with significant health concerns and functional deficits are able to benefit from the intensive care coordination model envisioned in the draft.
