Eligibility, Enrollment, and Renewal Processes: Case Study Findings

The Patient Protection and Affordable Care Act (ACA, P.L. 111-148, as amended) made significant changes to Medicaid enrollment and renewal processes.

Under a contract with MACPAC, the State Health Access Data Assistance Center at the University of Minnesota School of Public Health examined these practices for the Medicaid population for which income eligibility is determined using modified adjusted gross income in six states: Arizona, Colorado, Florida, Idaho, New York, and North Carolina. This presentation describes the key themes from these case studies, noting common areas of success and potential areas for improvement that emerged from the states’ diverse approaches to implementation.
