Functional Assessments for Long-Term Services and Supports: Part 2

In October 2015, the Commission reviewed findings from a comprehensive, nationwide inventory of functional assessment tools for Medicaid-covered long-term services and supports (LTSS). At the January meeting staff presented additional analyses, including perspectives from state interviews, for additional insight on how states develop processes to determine functional eligibility for LTSS.

The presentation also raises policy issues for a possible chapter in the June 2016 report to Congress. These include the appropriate federal role in functional assessment for LTSS, and whether states should be required to use the same assessment tool, which would reduce duplication and allow information to be compared across states, or modify their existing tools, which would preserve state flexibility.
