This presentation, the second part of a session on per capita financing options, continues the Commission’s work on alternative financing proposals and illustrates the impact that certain design elements in per capita cap proposals could have on Medicaid spending across states.
The presentation provides examples of the potential impact of excluding certain populations from spending and how state spending could change if populations were normalized for age mix or use of long-term services and supports. The presentation also looks at the impact on each state for proposals that move full-year equivalent enrollee spending toward the national average.
