The SUPPORT for Patients and Communities Act (P.L. 115-271), legislation enacted in October 2018 to address the opioid epidemic, requires MACPAC to issue a report to Congress on institutions for mental diseases (IMDs) based on information from a representative sample of states. The SUPPORT Act requires MACPAC to issue the report on January 1, 2020.
At the opening session of the September 2019 meeting, the Commission reviewed a draft of this study which focuses on licensure, certification and accreditation requirements, and other standards necessary for Medicaid payment. The draft report also examines how states determine whether IMDs meet these standards; which IMDs are receiving payment in each state; and the legal authorities states use to pay for services in IMDs.
