Enrollment in the Medicare savings programs (MSPs), under which Medicaid helps low-income Medicare beneficiaries with Medicare premiums and cost sharing, has been historically low. This staff presentation summarizes barriers to MSP enrollment and discusses possible approaches to MSP reform.
