The Medicare Savings Programs (MSPs) provide Medicaid assistance with Medicare premiums and cost sharing to individuals who are dually eligible for Medicare and Medicaid. Low enrollment has been an ongoing concern for policymakers because cost-sharing assistance can affect beneficiary use of services. This presentation provides policy options for recommendations aimed at increasing enrollment in the MSPs above low historical levels of participation and improving access to care. The options include making eligibility standards for the MSPs match the Medicare Part D Low-Income Subsidy program, simplifying eligibility redeterminations, and increasing outreach funding.
