Chapter 2 of the June 2023 Report to Congress on Medicaid and CHIP builds upon the Commission’s previous work on making integrated care the standard for the 12.2 million individuals eligible for both Medicaid and Medicare. This chapter highlights the challenges faced by dually eligible beneficiaries due to fragmented care and poor health outcomes. Additionally, it describes the available delivery system mechanisms for integrating care and examines the evolving landscape of integrated care.
Finally, the chapter concludes by outlining the next steps in advancing integrated care to improve the care experience and reduce federal and state spending for dually eligible beneficiaries.
