In late March 2018, MACPAC wrote to the chairmen and ranking members of the Senate Finance and House Energy and Commerce Committees and the Secretary of the U.S. Department of Health and Human Services, commenting on the Secretary’s final report on the Money Follows the Person (MFP) demonstration program.
In its comments, the Commission observed that although most states participating in MFP met or came close to meeting HCBS spending and transition targets, limitations in the availability of federal Medicaid data limited evaluators’ ability to produce savings estimates. The Commission urged HHS to issue a supplement to the final report that includes state-by-state data that describe MFP program spending and savings estimates for later years of the demonstration.
