This slide set examines key considerations for Medicaid’s future role as a source of health care coverage to low-income adults who lack access to other sources of coverage. A review of social and health characteristics of low-income adults provides context for thinking about how Medicaid’s design and benefit structure could be targeted to this population. The presentation also reviews key elements in states’ 1115 waiver initiatives—both approved and denied—to expand Medicaid to the new adult group.
