This presentation reviews the MACPAC’s long-term work plan to examine all types of Medicaid payments to hospitals. Based on the Commission’s 2015 framework for evaluating provider payment policy, the plan takes into account the multiple payment and financing streams for hospitals. Key policy questions that will guide the Commission’s work include:
- Why do states choose specific payment approaches?
- Are Medicaid hospital payments adequate?
- How do Medicaid hospital payments promote the statutory goals of efficiency, economy, quality, and access?
