Medicaid services for people with intellectual or developmental disabilities – evolution of addressing service needs and preferences

Medicaid is the predominant payer for all long-term services and supports (LTSS) for people with intellectual disabilities or developmental disabilities (I/DD). In 2017, total Medicaid LTSS expenditures for people with I/DD was $46.3 billion.

MACPAC contracted with Health Management Associates to produce a report describing the population of people with I/DD and how Medicaid policies and services support their needs.

HMA and the Association of University Centers on Disabilities also produced a plain language version of this report designed to be accessible to a wide audience, including people with I/DD.
