The Medicare Savings Programs (MSPs) provide Medicaid assistance with Medicare premiums and cost sharing to dually eligible beneficiaries. Low enrollment has been an ongoing concern for policymakers because cost sharing assistance can affect beneficiary use of services. In recent years, some federal action has been taken to simplify eligibility and enrollment in the MSPs, but participation rates remain relatively low. This presentation provides background on issues affecting MSP enrollment and presents policy options for increasing enrollment in the MSPs.
