Money Follows the Person (MFP) is a demonstration program focused on moving Medicaid beneficiaries living in institutions to a less restrictive community setting. MFP’s authorization expired in fiscal year (FY) 2016 although states may claim funds through FY 2020.
This slide presentation describes how MFP works, the findings of a federal evaluation issued in December 2017, and challenges states face in sustaining the services funded under MFP if the program is not extended. The presentation also provides general background information on Medicaid coverage of long-term services and supports. In late March 2018, the Commission wrote to the chairmen and ranking members of the Senate Finance and House Energy and Commerce Committees, as well as the Secretary of the U.S. Department of Health and Human Services, commenting on the Secretary’s final report on MFP.
