Monitoring the Unwinding of the Public Health Emergency

The Commission has engaged in ongoing discussions about unwinding the continuous coverage provisions in Medicaid once the COVID-19 Public Health Emergency (PHE) ends. Concerns have been raised regarding the administrative and operational complexity of unwinding the continuous coverage provisions and the potential for inappropriate loss of coverage for Medicaid beneficiaries. Given these concerns, monitoring state progress will be a programmatic priority.

In September 2022, the Commission heard a panel discussion on the process for conducting redeterminations at the end of the PHE and challenges states face; how the stakeholder community has been engaged in the planning process and their role going forward; and state approaches for monitoring progress. This meeting presentation focused on the available data to monitor the unwinding. Staff provided details on the federal monitoring requirements, information on state monitoring plans, where available, and other data possible data sources.
