MACPAC is statutorily required to report annually on Medicaid disproportionate share hospital (DSH) allotments in its March report to Congress. This presentation provides updated analyses of the data elements that MACPAC is statutorily required to report:
- changes in the number of uninsured individuals;
- amounts and sources of hospital uncompensated care; and,
- hospitals with high levels of uncompensated care that also provide access to essential community services.
This presentation also provides updates on pending DSH allotment reductions and the final evaluation of California’s Global Payment Program, a Section 1115 demonstration waiver that is testing a value-based payment approach to distributing DSH funding within the state.
