The U.S. Department of Health and Human Services released its final report to Congress on the Community First Choice (CFC) option in December 2015. Established under the Patient Protection and Affordable Care Act, the CFC option allows states to offer personal attendant services to Medicaid beneficiaries requiring an institutional level of care under their state plans. It is one of many strategies states can use to shift expenditures on long-term services and supports away from institutional care and toward home and community-based services.
This presentation provides background on the CFC option and reviews the findings of the final report. The presentation also explores potential areas for MACPAC comment.
