On December 4, 2017, the Secretary of the US Department of Health and Human Services published a final report to the President and Congress on the Money Follows the Person (MFP) demonstration program. The report found that from 2008 to 2015 the MFP program assisted over 63,000 individuals in 43 states and the District of Columbia in making the transition from nursing facilities and other institutions back to their communities. The report credited MFP with saving an estimated $978 million for Medicaid and Medicare from 2008 to 2013, but this included transitions which may have occurred in the absence of the program.
MACPAC’s authorizing statute directs MACPAC to review the Secretary’s reports and submit written comments. This presentation summarizes the Secretary’s final report and suggests potential areas for comments.
