Review of proposed and final Medicaid and CHIP eligibility rules

This presentation provides an overview of a November 2016 final rule modernizing notices and appeals processes for Medicaid and the State Children’s Health Insurance Program (CHIP). The rule, published by the Centers for Medicare & Medicaid Services (CMS) and effective January 20, 2017, also finalizes eligibility guidelines for former foster care youth, income counting rules for medically needy individuals, and verification procedures for citizenship and immigration status. CMS also published a companion proposed rule on appeals and hearings for Medicaid and CHIP, seeking comments by January 23, 2017.
