On November 18, 2019, the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule to increase federal oversight of and make other changes to Medicaid fee-for-service (FFS) payment and financing policies. Among the proposed changes, the rule would require states to submit provider-level data on Medicaid supplemental payments, increases the frequency and level of CMS review of supplemental payments and financing mechanisms, and establishes a new limit on FFS supplemental payments to physicians and other practitioners.
This presentation summarizes the provisions of the proposed rule and highlights areas where the Commission could provide comments.
