Managed long-term services and supports (MLTSS) is one tool states use to coordinate care and manage costs for beneficiaries who use long-term services and supports (LTSS). This population has complex health care needs and disproportionately high Medicaid expenditures. As of October 2017, 22 states have implemented MLTSS programs. The number of states with MLTSS programs has risen significantly in recent years, growing from just eight in 2004.
The Commission invited three experts to provide insight on how beneficiaries, managed care organizations, and LTSS providers are affected by state choices in the design of MLTSS programs:
