MACPAC contracted with PerryUndem to conduct eight virtual focus groups with Medicaid beneficiaries who have either used the non-emergency medical transportation (NEMT) benefit, or are caring for a Medicaid beneficiary who has used the benefit.
Focus groups were conducted from September to November 2020 with beneficiaries in six states: Arizona, Connecticut, Georgia, Indiana, Massachusetts, and Texas. These states were selected to align with MACPAC’s larger study on NEMT. Participants discussed the transportation barriers they face, their health care needs and the services they use NEMT to access, their experiences using NEMT, and suggestions for improving the benefit.
Nearly all participants said that NEMT is critical for managing their mental and physical health or the health of someone in their care.
