This presentation reviews key findings from MACPAC’s previous work on value-based payment initiatives and delivery system reform efforts in Medicaid. In order to better understand how states are using Medicaid payment policy to transform the delivery of care, MACPAC interviewed officials in 19 states between 2013 and 2017. MACPAC reported published findings from its initial study of DSRIP programs as a chapter in the June 2015 Report to Congress. Previous reports on Medicaid value-based payment initiatives and delivery system reform efforts include:
- state reforms to change care delivery at the provider level;
- safety-net providers functioning as accountable care organizations; and
- state experiences designing and implementing Medicaid Delivery System Reform Incentive Payment (DSRIP) pools.
The slide set also presents preliminary findings from a follow-up study on DSRIP programs currently underway. The follow-up study looks at five states (Alabama, Arizona, New Hampshire, Rhode Island, and Washington) that have newly implemented DSRIP, as well as two states (California and Massachusetts) with DSRIP renewals.
