Utilization Management of Medication-Assisted Treatment

The Commission has previously identified the need for increased access to medication-assisted treatment (MAT) for opioid use disorder. The SUPPORT for Patients and Communities Act of 2018 (P.L. 115-271) directs MACPAC to study utilization control policies for MAT that may affect access to clinically appropriate treatment. As part of the groundwork for that study, MACPAC invited three experts to discuss how utilization management policies are applied to MAT in Medicaid.

  • Anika Alvanzo, medical director at the Johns Hopkins Substance Use Disorders Consultation Service, and assistant professor in the Division of General Internal Medicine at Johns Hopkins;
  • Kristin Hoover, clinical pharmacy manager in the Office Of Medical Assistance Programs, Pennsylvania Department Of Human Services; and
  • Mario San Bartolome, medical director for substance use disorders at Molina Healthcare.
